In Warren County, Ohio storm drains and yard drains lead directly to creeks and drinking water reservoirs with no treatment. Water conditioners, chlorine, bromine, algaecides, biocides, stabilizers, salts and other chemicals used in pool and spa water are toxic to fish and other aquatic life and disrupt the natural balance within waterways.
Pool chemicals are prohibited by law from being discharged into storm drains or waterways. Allowable discharges include dechlorinated pool water that has no trace of chemicals. Whether you fish, kayak or just simply sit by the shores of a beautiful lake, having clean lakes and rivers is something we can all appreciate. But did you ever think about how our water travels and ends up in these bodies of water? The USGS website (usgs.gov) explains how water travels best: “When rain falls onto the earth, it doesn’t just sit there, it starts moving according to the laws of gravity. A portion of the precipitation seeps into the ground to replenish the Earth's groundwater. Most of it flows downhill as runoff. Runoff is extremely important in that not only does it keep rivers and lakes full of water, but it also changes the landscape by the action of erosion. In cases of developed areas where stormwater cannot infiltrate into the ground because of impervious areas, more runoff occurs. In urbanized areas, runoff must be collected by “extensive drain systems that consist of curbs, storm sewers, and ditches to carry stormwater directly to streams. More simply, in a developed watershed, much more water arrives into a stream more quickly, resulting in an increased likelihood of more frequent and more severe flooding.” “As it flows over the lands and other surfaces, stormwater picks up potential pollutants that may include sediment, nutrients (from lawn/agriculture fertilizers), bacteria (from animal and human waste), pesticides (from lawn and garden/agriculture chemicals), metals (from rooftops and roadways), and petroleum by-products (from leaking vehicles).” We also have situations where people dump prohibited materials (anything that is not stormwater) directly into storm drains not thinking of the impact that it has down stream. Polluted stormwater runoff can be harmful to plants, animals, and people. Understanding that our water systems are all connected and by helping to keep our stormwater clean, can help keep our rivers, lakes and streams clean. Once the leaves fall from their trees, a new chore can be added to the list – leaf raking! This can be back-breaking work if done by hand. According to the U.S. Environmental Protection Agency in 2017, leaves and other yard debris account for more than 13 percent of the nation’s solid waste—a whopping 35 million tons a year! Creatively and judiciously managing leaves by mulch mowing can save time and money in your fertilization effort, save your back, and keep leaves out of the landfill. Here are some simple guidelines and strategies to help you mulch mow your leaves.
Mulch mowing is just what it sounds like - chopping leaves into small pieces until it turns into a mulch like material that is returned to the lawn. Leaf debris naturally composts, allowing nutrients to return to the soil. Successfully mulching leaves into the lawn requires frequent mowing in the fall and possibly several passes during one mowing session. It is important to chop leaves adequately until they’re about the size of a dime so the leaf debris breaks down quickly. Specialized mulching mowers are available, and these mower types will also be beneficial year-round to mulch grass leaves into the lawn. According to K-State Extension, “mowing during the leaf season is not based on grass growth but on the rate at which leaves fall and collect on the lawn. Mow a thin layer, approximately 1” each time. This thin layer is chopped by the mower and then filters through the leaf blades where it works its way down to the soil.” Research has shown that a total of six inches of leaves can be successfully shredded and composted into the lawn and thus returned to the soil without causing damage. If you determine that your trees deliver more than 6 inches of leaves, it is best to mulch mow then bag. This can be done by first mowing without a bag and then mowing a second time with a bag in place. The second pass will enable leaves to be sucked up into the bag and take-up considerably less space thus allowing you to decrease the volume of leaves two to four-fold. The chopped leaves can be used as mulch for flower gardens and trees to help conserve moisture. Just remember not to use more than 2-3” of mulch around plants and steer clear of the crowns of plants to deter voles and rot. The leftover leaves can also be used in the compost pile. Another reason to utilize leaves in your landscape, according to the National Wildlife Federation, is that “Removing leaves also eliminates vital wildlife habitat. Critters ranging from turtles and toads to birds, mammals and invertebrates rely on leaf litter for food, shelter and nesting material. Many moth and butterfly caterpillars overwinter in fallen leaves before emerging in spring.” Leaves should not be dumped into local streams as the extra organic matter can lead to excessive nutrients into our bodies of water thus causing potential algae issues and lower water quality. Leaves that are left on the street can also clog storm drains which can result in flooding. Have you ever thought about your local storm sewer system? This may be a weird question to most but it occurred to me while I was watching a cartoon with my 6 year-old son that he probably felt that our local storm sewers were a place where weird, extra large, creatures lived. And before a couple years ago, I too, did not think too much about our storm sewer system. In fact, I had no idea that our storm sewer system is called an MS4 and is a part of a permit program to help protect our local waters.
MS4 is short for, “Municipal Separate Storm Sewer System.” MS4 refers to a collection of structures designed to gather stormwater and discharge it, without treatment, into local streams and rivers. In Warren County, many of our rural developments have stormwater management structures but it is only the communities that are classified by the United States Census Bureau as “urbanized areas,” that are a part of the MS4 permit program. In total, Warren County has six MS4s. In the State of Ohio, there are over 300 MS4s which include college campuses and hospitals. Each MS4 gets authorization from a National Pollution Discharge Elimination System (NPDES) permit to discharge stormwater into these systems. This permit is also commonly called a stormwater or MS4 permit. The word “National” refers to the connection with the Federal Clean Water Act and the word “discharge” refers to the fact that separate storm sewer systems eventually release untreated stormwater into local creeks, rivers and lakes. Each MS4 permit holder is charged with fulfilling the permit requirements but it is managed statewide by the Ohio Environmental Protection Agency (OEPA). The United States Environmental Protection Agency (USEPA) has an oversight role because they are charged with implementing the Clean Water Act. The MS4 permit requires communities to have six focus areas. The six focus areas are: Public Education and Outreach; Construction Site Erosion Control, Public Participation and Involvement; Post Construction Stormwater Management; Illicit Discharge Detection and Elimination; Pollution Prevention and Good Housekeeping. Each of these six focus areas have permit requirements including education and in some cases management of regulated activities. This permit work is crucial in helping keep our stormwater clean. Some communities in Ohio do not have separate storm sewer systems and thus, are not covered under the MS4 permit program. These communities have combined storm and sanitary sewers, meaning stormwater and grey water from homes/businesses flow through the same pipe. Combined sewage systems are under different requirements federally because with increased rainfall overwhelming these systems, raw sewage ends up in our local streams and rivers, which is how these systems were designed many years ago. Many combined sewer systems are installing green infrastructure to help handle high rainfall episodes to keep sewage from overflowing into local waters. In my realization of what storm sewer systems actually do, and that they do not serve as a housing system for unusually large, mutant, half human animals, I see now how important it is to protect our storm sewers and thus keep our MS4 system clean. After all, all drains go to the same place right? The answer to that question however is NO. It is important to understand the difference between sanitary sewers and storm sewers so we can protect our water resources. The sanitary sewer is a system of subsurface pipes that carries sewage from bathrooms, sinks, kitchens, and other plumbing components to a wastewater treatment plant where it is filtered and treated before being discharged. The storm sewer however is a system designed to carry rainfall runoff and other drainage. It is not designed to carry sewage or hazardous wastes that can enter the environment as pollution. The runoff is carried in subsurface pipes and/or open ditches and discharges untreated into local streams, rivers and other surface water bodies. Storm drain inlets are typically found in curbs and low-lying outdoor areas. Some older buildings have basement floor drains that connect to the storm sewer system. (MSU WATER) Disposal of chemicals or hazardous substances to the storm sewer system damages the environment. Motor oil, cleaners, paints and other common household items that get into storm drains can poison fish, birds, and other wildlife, and can find their way into drinking water supplies. In addition, grass clippings, leaves, litter, and organic matter can clog storm drains, cause flooding, and increase nutrient pollution in waterways. You may have seen storm drain tags placed by Warren County SWCD reminding people "Only Rain Down the Drain" and other similar messaging to help protect our environment and water resources. There are a wide range of things people can do at home to help safeguard our water sources; from installation of rain gardens and rain barrels to slow down stormwater runoff to washing your car NOT in the impervious driveway.
