If you are planning a project that disturbs more than one acre of soil in Warren County, you will likely need an Earth Disturbing Permit (EDP). Initial review of an EDP application generally takes two weeks. If you have questions or are unsure if your project needs an EDP, call us at (513) 695-1337 before getting started. If your project doesn't require an EDP but you would still like guidance in ensuring compliance with state and local regulations as well as how to best protect our county's natural resources, call us! Our services are free and can help you avoid costly delays and fines. 

Guidelines, requirements, and fees for your project depend on what your project is as well as where it will be:

Stand alone ms4s:

Municipality of Carlisle MS4
Deerfield Twp MS4
City of Franklin MS4
City of Lebanon MS4
City of Mason MS4
City of Springboro MS4

Warren County & CO-Permittes:

Warren Co & Co-Permitees MS4
(includes Warren Co Unincorporated area:  Clearcreek Twp, Franklin Twp, Hamilton Twp, Harlan Twp, Massie Twp, Salem Twp, Turtlecreek Twp,
Union Twp, Washington Twp, Wayne Twp as well as 3 of our villages:  Village of Maineville, Village of Morrow and Village of South Lebanon)

*Part of the NPDES Phase II MS4 rules and regulations require municipalities to satisfy the Minimum Control Measure 4. Construction Site Runoff Control.  This requires the MS4 to develop, implement and enforce an erosion and sediment control program for construction activities that disturb one or more acres of land.  These municipalities have a Construction Site Runoff Control Program and require various submittals, applications, fees, and permits before earth disturbing can commence.
